• Costed the Children’s Bill for the Department of Social Development (South Africa). This involved modelling the cost drivers and costs of all the various regulatory, support, intervention and residential services described in the Bill. For more information, see Research Insights.
  • Costed the Public Libraries and Information Services Bill for the Department of Arts and Culture (South Africa). This project involved the costing of library services. In addition, we developed a poverty/literacy-based index for planning the medium term roll-out of library infrastructure across municipalities. For more information, see Research Insights.
  • Costed the phased implementation of the Children’s Protection and Welfare Act, 2011 of Lesotho. This project also involved developing a prioritised implementation programme. For more information, see Research Insights.
  • Developed a costing model of the Saving Mothers Giving Life (SMGL) Programme in Uganda. The aim of this project was to provide a cost-effectiveness analysis of the different components of the SMGL programme to help USAID to plan the roll-out of the programme.
  • Developed an ECD Costing Template for the World Bank’s Strategic Impact Evaluation Fund (SIEF) and The Brookings Institution. The aim of the project was to develop a standard methodology for costing ECD services across various country and programme contexts, so as to facilitate comparative cost-effectiveness analysis, and the scale-up of ECD programmes.
  • Providing technical support to UNICEF country offices with budget analysis and costing of child protection services. Projects completed in Mongolia, India and Egypt.
  • Costed systems to provide a comprehensive package of ECD services in South Africa for Ilifa Labantwana, an initiative of the DG Murray Trust. This project was part of a larger project by Ilifa Labantwana to build a case to advocate for expanded access to public funding for an essential package of ECD services for all children who need it.
