PER – In-service training of teachers, South Africa

In this project, Cornerstone followed the PER methodology at the time, as developed by the National Treasury (GTAC). Through the report, CER:

1) conducted a detailed analysis of the implementation logic of the policy
2) did an in-depth analysis of historical expenditure patterns.
3) provided a detailed understanding of the cost elements and expenditure drivers for the policy
4) developed a detailed and adaptable costing tool

The PER costed the INSET plan at provincial and district level, and proposed potential savings of R10 billion through targeted training approaches. These include reducing the volume and duration of training and extending implementation times to reach 90% of all teachers over a three-year period instead of in a single year.
